[wix-users] will wix 4 support ARM64 ?

Found darice.cub dated 3/18/19 in the SDK
10.0.18362.0\x86\Orca-x86_en-us.msi, but it has the same problem.
Platform="Arm64" is rejected by candle 3.11, and using Platform="arm" gets
the same error from light:

error LGHT0204 : ICE80: This package contains 64 bit component 'cmp_TW.pak'
but the Template Summary Property does not contain Intel64 or x64.
