[wix-users] WiX Toolset requires the .NET Framework 3.5.1 Windows feature to be enabled

Real quick: when you say "You'll want to turn on the .NET 3.5 Framework", do you mean *downgrade* my current .NET version (4.8.x) to 3.5.1, or do you mean something else?
