[wix-users] Bal ext requirement to be included when building MSIs/etc

But the MSI doesn't use them. They only have meaning for the bootstrapper.

Is it expected that if I use the Bal extension's PrereqSupportPackage attribute in a wixlib embedded in a wixlib in fragments completely unrelated to my MSI-related fragments that I will forever be forced to include the Bal extension in order to link my MSI?
