[wix-users] reboot doesn't work on windows 2019

Hi All,
I have created a project that has <ScheduleReboot> element and it displays
the Reboot button fine. When I click the button, it doesn't do anything on
windows 2019 on a clean machine. Once installed, it starts working on
repairs and uninstalls, and reinstalls. But not a clean INSTALL. What could
be the problem?

I have my <Package InstallPrivileges="elevated" ..>
