[wix-users] Create an ..EXE Installer that prompts for language selection - WiX 3.11

We are also going to do the same since we have InstallShield license. But
we have two products
that can be installed individually (i.e. without Suite). So, we may need to
create a BA which displays
language selection Dialog for at least these two products.
