Jacob, I'm with you. However, I've seen clients require such a dialog and aren't willing to budge on that particular "requirement".

I’m still a bit confused why one would ask as opposed to using the language the user chose when the OS was installed/configured.

Custom BA. Your choice of managed or native code. That way you can get the exact UI you need.
Or, you could provide or arrange for a contribution where a language selection UI is added to the WixStdBA (start with creating a feature request).

Hi Jacob,

Like InstallShield, we would like to create a setup.exe which displays
language selection Dialog and based on our input it should display the
installer language. Is it possible to do it with WiX Toolset?
