[wix-users] Is there any switch for Visual Studio 2017 Light command of Localization file?

I have found an answer in an old post of stackoverflow,  https://stackoverflow.com/questions/31720115/using-wixiisextension-and-localization-variable-errors-on-building-localized-ins?rq=1. Copied the file named wix39-debug\src\ext\IIsExtension\wixlib\en-us.wxl into my project (as ja-JP.wxl), include it in project, and then translate English strings. I don't know why "fallback" culture didn't work in my project.(both comma and semicolon doesn't work.)

Hello:
Environment: Windows 10, Visual Studio 2017 Community, Wix toolset 3.11.1.

I posted stackoverflow about the trouble while I localize of my web application installer.

If my assumption is true (not reading Wix source code, but only circumstancial evidence),
I cannot use IISextension in ja-JP environment with current VS setting.

The programs and wxs files have lot of many Japanese characters.
(Many window labels and file names are Japanese: wxs was created by Visual Studio 2017 heat.exe function.)

Perhaps I can control localization message with Light -loc switch,
but I cannot find a way how to set the localization parameter in my Visual Studio project.

I don't want to heat, candle and light routine manually without VS function.
Would teach me any solution or workaround?
