[wix-users] MSMQ issue during DB install

To me, it seems like a bug in how MSMQ immediate custom action is implemented- I think it should not depend on MSMQ being enabled as it may be enabled during the deferred phase. A workaround would be to enable MSMQ in a preceding MSI package in the chain, assuming you are using a bundle.
