[wix-users] feature condition and uninstall

When you set feature level to 0, it is like kicking it out of the MSI (unlike simply not installing it)
To get a feature to install, you either add it to ADDLOCAL property or set its level to anything in the range 1..INSTALLLEVEL

If the user is presented with the feature selection dialog then you don't need any Condition elements on the features.
