[wix-users] Does burn wait for the MSI execution mutex?

Windows Installer team generally deprecated checking the mutex. Instead, they said the best way to test was to just try to install. Retry on failure.

It seems burn doesn't wait for the MSI execution mutex. Is this correct?
I'm getting failures where it appears that burn happens to be running coincidentally at the same time something else is installing and we fail instead of waiting until we can grab the mutex.
