[wix-users] 0x8007051b Unable to Install Wix bundle

Hi All,

Is there anything that we could do with the WiX Bundle Installer. The user
is granted full admin privileges, but somehow installer seems to fail which
accessing package cache.

I found there was a similar issue ealier,

But I'm not sure what was solution or workound for that situation. Any help
is appreciated.
