[wix-users] 0x8007051b Unable to Install Wix bundle

Hi,

We are in scenario where Wix Bundle install is failing for few users, their
organisation uses a product called BeyondTrust PowerBroker to manage
privileges. Users are running the setup.exe with elevated permissions and
in log WixBundleElevated = 1,
