[wix-users] LIGHT error

Per my previous email - I'm using Wix 3.10.3.3007

The error is LGHT0001: This implementation is not part of the Windows Platform FIPS validated cryptographic algorithms.

We are running the sequence:
Candle -fips ...
Lit

Candle -fips
Light

Candle -fips
Light  (creates an msi)

Candle -fips
Light  (this one pulls together all of the other results into a setup.exe.  This is the one that gets the error.  The others work fine.
