[wix-users] Component conditions are not being evaluated properly while applying patch in wix

What folder wold the log file be in?
Is there a default log file name?

I have installed on a new computer, so the WiX 3.11 and Visual Studio 2017
downloads are about 1 week old.  I don't know if there have been any
patches in the last week.
