Yes working Directory worked, this is what I did, but I'm not sure that is the best way of doing it:
If anyone else recommends a better/cleaner way I'll implement it.

Subject: [wix-users] Shortcut: (Start in: value)
Hello, how to configure the Start in: value in a shortcut?
http://wixtoolset.org/documentation/manual/v3/xsd/wix/shortcut.html
<Shortcut Id="DesktopShortcut"
Name="My App"
Target="[URL]"
Arguments=" --profile-directory=Default --app-id=xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx"
Icon ="icon.ico"/>
<RemoveFolder Id="RemoveDesktopShortcut"
On="uninstall"/>
It is a shortcut to open a webpage with Chrome (but I'm not installing Chrome) I need it to start in: "C:\Program Files (x86)\Google\Chrome\Application"
Any help is appreciated, tnx.
