[wix-users] Custom Action for Multiple Batch files

If I were forced to execute a batch file as part of a CA I'd want to make it as small and change as little as possible to make the rollback action (if applicable) easier to write.

That's up to you. You can have a single batch file that executes the other
batch files as one unit and then have a single custom action element for
the "master" batch file. I suppose it is technically possible to construct
a single command line that executes multiple batch files but that seems
excessively complicated.

I prefer to have individual custom action elements when they perform
logically different or perhaps unrelated work but the Windows Installer
engine does not require this.
