[wix-users] Bundle fails

I finally figured it out. This was an Azure WebRole using a start task
(powershell script). The temporary storage assigned to the account
associated with the role has a default disk quota of a 100MB and the script
tried to download and then install a 75MB bundle. Once the bundle ran,
there wasn't enough space to extract the installers because of the disk
quota.
