[wix-users] Add a wixlib project ot an msi project in vs2017

I simply create a wix library project with a fragment  property Id="TEST" Value="whatever"  and add it as a reference to my main setup project.  Then in my main wxs I just say  PropertyRef Id="TEST".  Without the reference I get a compile error and with the reference it's resolved.

Hi all,

How do I add a project who's output is a wixlib to an msi project in vs2017?
When I add the wixlib directory, I get the message "Value is outside of expected range."
Any help apreciaged, do I need to install another component?
