[wix-users] Upgrade without second WiX project

[Wheeler, Blaine (DSHS/DCS)]

Assumptions:
You have an <Upgrade> element in the project
The Product ID = "*"

Insert updates in your source files folder tree

Raise the first second or third position of the Product  Version number and build the MSI
