Just to be on the safe side, I re-downloaded 'wix311-binaries.zip', re-populated my "c:\wixVersions\Wix3.11.0.1701" folder, and encountered the same results.



The version resources of light.exe, wix.dll, and WixTasks.dll are all 3.11.1701.0, last modified 5/1/2017 7:33am.  Wix200x.targets and wix2010.targets are both listed as last modified 2/27/2017 10:52pm.
