Use the v3.  Personally I'd download https://github.com/iswix-llc/iswix/releases/tag/v4.11.17128.2  and use the IsWiX Bootstrapper Solution (v3).  It really speeds things along.  For an idea see:

Hell, I'm about to start a new project, I downloaded Wix 3.11 (in conjunction with VS2017 Enterprise) I'm offered to use Wix v3 or v4 what is the difference?

Are there any good books on the new versions that you know of?
