[wix-users] Unable to create internet shortcut

See attached thread.  I believe this is the same issue.  Bob Arnson had asked the other user to file a bug.  Not sure if any bug was filed.

Using vs2017, wix 3.11rc and the vs2017 extension I am unable to create a shortcut as per http://wixtoolset.org/documentation/manual/v3/howtos/files_and_registry/create_internet_shortcut.html

The error is "Cannot set column 'IconFile' with a null value because this is a required field." and passing IconFile="" results in "The util:InternetShortcut/@IconFile attribute's value cannot be an empty string. If a value is not required, simply remove the entire attribute.".

This was working in the most recent version for vs2015. I don't see anything in the issue tracker, has anyone else seen this?
