[wix-users] Heat with ToolsVersion 14.0

Hi All,

I raised an issue on github at
https://github.com/wixtoolset/issues/issues/5620 which suggested that the
fault of why i couldn't run heat.exe -pog Binaries on import which uses a
v14 dll was because my tools version was 4.0 instead of 14. I set it to 4.0
so that heat could figure out what msbuild to use, when i set it to 14 or
14.0 like it suggests i just get:
heat.exe : error HEAT5307 : Build failed.

I assumed that like "<Project ToolsVersion="12.0"'" It was not supported.
I know because of the open ticket that ToolsVersion="15.0" (2017) is not
supported.

Any ideas?
