[wix-users] Some questions

More information, if anyone has any advice:
I tried using the Bootstrapper.config found here
http://wixtoolset.org/documentation/manual/v3/howtos/redistributables_and_install_checks/install_dotnet.html
and
changed the name of my boostrapper assembly name, and I got this on my
Windows 10 system:

Googling that led me to ".NET isn't installed"

So it looks like it's trying to use .NET 3.5 exclusively. I thought this
part:
<startup useLegacyV2RuntimeActivationPolicy="true">
<supportedRuntime version="v2.0.50727" />
<supportedRuntime version="v4.0" />
</startup>
made it compatible, so I'm a bit confused.
