[wix-users] XmlFile/XmlConfig options

I am harvesting an application with some app.config files which have a static
configuration guide we use. I use XSL to parse the guide and insert the XmlFile
entries in the harvest fragment. The problem is sometimes the xml nodes do not
exist. Is my only option to parse the harvested app.config in the transform and
decide whether I am setting or adding the entry or does an action exist which
can accommodate either scenario?
