[wix-users] ICE01 unexpected Win32 exception

I develop on three machines. Two run my WiX build, but the third gives me
this when I run light (same error for smoke):

error LGHT0216 : An unexpected Win32 exception with error code 0xEA
occurred: Action - 'ICE01' More data is available

My user account has admin rights. Tried in an elevated shell. I tried as a
different user account (also administrator). No luck.

Any ideas how to troubleshoot? Thanks much.
