[wix-users] Implementation of "WIX_IS_NETFRAMEWORK_461_OR_LATER_INSTALLED" in v3.10

This is a great opportunity to understand how WiX works and what the syntactical sugar is doing for you by:


1) Spin up a VM and install WiX 3.11.

2) Create a simple wix project that uses this Property ref and build it.

3) Edit the built MSI using Orca and observe the various tables involved.

4) Author those constructs using WiX v3.10 manually.

5) Build and test.

I would like to use the property WIX_IS_NETFRAMEWORK_461_OR_LATER_INSTALLED in my code. I am currently using wix v3.10. I understand that this property is supported in v3.11 but Is there any way I can use this property in v3.10 without installing wix v3.11?
