[wix-users] VC Runtime: Merge Module vs Original installer

Why? Apart from the "we got people working in one way so we want them to change?".  What can an exe do that an msm cannot?  And how
confident can I be that this will work downstream to those old untrendy versions like RS2 or Windows7?

(and I am aware of the ucrtbased.dll disaster)
