The command line flags you supply for InstallCommand are not supported by InstallShield (did you copy from .NET installation?)

If the QuickBooks InstallShield is a Basic MSI project (if there's a way to know that), try changing to '/S /v/qn'.
Otherwise, if it is an InstallScript or InstallScript MSI project, generate a response file and add it as 'Setup.iss' payload to the ExePackage and change command line to '/s'
