1. Yes. By using a modified version of
src\ext\BalExtension\wixstdba\Resources\mbapreq.thm and modify that file
according your requirements. For viewing ThmViewer.exe can be used. Be
aware only rudimentary modifications are possible to the mbapreq installer

2. mbapreqby default shows its own progress... think the /q you mention is
for configuring the NetFX installer
