[wix-users] Want to execute util:RestartResource only during Install or Repair

Hi all,

I use util:RestartResource to restart IE but only want to restart it during Install and Repair. According to the documentation (http://wixtoolset.org/documentation/manual/v3/xsd/util/restartresource.html), this element doesn't seem to take any Inner Text, so I don't know how to set condition for this element. Does anyone know if it's even possible?
