[wix-users] Struggling with ICE38 for a per-machine MSI

I’m much happier not touching the registry. I don’t need to care about
roaming or GPO and I can easily overwrite the command line ALLUSERS to 1 if
people ever try to manipulate the installer, which is unlikely.



Suppressing ICE38 and ICE43 allows me to keep it clean and do just what I
need.
