[wix-users] "ResolveWixReferences" task could not be loaded (Issue: 5289)

FYI - I have 3.10.3.2805 installed on two build systems and have not observed the issue, so seems it was introduced after 3.10.3.2805.

Looks like a legitimate bug against 3.10.3, can you file a bug?
