[wix-users] Wix setup can´t start custom action

I´ve not checked this, but it should be installed because our bootstrapper will install it before our MSI gets installed.

Also I´ll check Phil´s suggestion regarding the fusion log!

Just a stupid question without thinking much about that issue: is the needed NetFx provided and installed on that system? Mean also the exact level?
