[wix-users] cannot set permissions to Config.msi on subst-Drive

Subst drives don't work with Windows Installer. Typically you get error 1327
if you try to use them. It's a consequence of the fact that subst drives
(like network mapped drive letters) belong to the user that created them,
NOT to the entire system. Anytime Windows tries to access them as "system"
they don't exist. That's why UNC drives do work if you name the server and
share and not the drive letter.

Unfortunately the data directories are going to mapped network drives for
roaming profiles.
May be - I should create the directories and copy the files within a custom
action?
