[wix-users] Bootstrappers, bundles and Programs and Features

I've been working on two bundles for my colleagues.

One works great, a sequence of msipackages we also built. The bundle itself, and the 6 packages all appear in Programs and Features as we want.
Another is a bundle consisting of an exepackage and a msipackage. Here the exepackage is the installer for the Apache Tomcat product. It installs well, even silently, and so does our package that goes with it. However, the msipackage does not appear in Programs and Features when it is run this way. I tested this by building a dummy (no change, just version and ProductCode) upgrade to the msipackage and installing it by itself. This appears just fine in P&F.

WiX 3.10.2, default bootstrapper etc. in both cases.

Any thoughts as to why the difference?
