Unless the component is marked transitive, the condition is evaluated only once.

Had a very strange problem and I am not sure of the cause but I suspect what it is.  Back when we shipped a new base for our product out someone set <condition>0</condition> for files they decided not to ship in version #1.  All these months later someone finally noticed they set the 0 to 1 and the files STILL did not show up.  My explanation was that this flag is not to show or hide things but rather to show a transition between updates.  Ultimately to fix the problem we had to set the condition to 0 for all the files that did not show up, change their names slightly, and treat them as new files, adding them to Wix wit new guids.  After that, patch up and rollback worked as expected.   Can anyone shed light on this?  Is my assumption correct?
