[wix-users] Run Burn Boostrapper or the MBA Elevated

I definitely agree we need to add this functionality in Burn, instead of
using ApprovedExeForElevation.  For now, the OnLaunchApprovedExeComplete
event returns the process id, which you should be able to use to wait for
it to exit.
