[wix-users] Support for multiple installed copies of Visual Studio

VS writes to the activity log when if you ask for logging. Look at that. It'll probably explain why Votive package isn't loaded.

Rob, I used the win38.exe which I downloaded from the wix.codeplex.com/releases/view/115492 site to install the wix tools.  As such VS was not running, so nothing written to the activity log.
