[wix-users] Windows Power Plan

I would just be guessing also, but my first impression was to look at the WiX Toolset Power Shell Extension and WMI.  (I have not used either, just read some info on them that make me thing they might be useful to you.)

My guess is that you’d write some custom actions to envoke powercfg.exe - https://technet.microsoft.com/en-us/library/cc748940(v=ws.10).aspx
