Yes, the security fix in v3.10.2 requires use of ::SetDefaultDllDirectories() and WinForms fails. See the Connect issue: https://connect.microsoft.com/VisualStudio/feedback/details/2281687/setdefaultdlldirectories-results-in-exception-during-opening-a-winform-on-win7

Well, this bundle works when using WiX v3.9R2 and WiX v3.10.1 ...
But the crash occurred only with v3.10.2
