[wix-users] Firefox and Chrome reporting wix310.exe as malware

We got a report about this yesterday -
https://github.com/wixtoolset/issues/issues/5460.  When I downloaded it
yesterday, the digital signature was still valid so it should be safe to
ignore.  Since it appears that the whole codeplex.org site got flagged (I
tried downloads from other projects, which were also flagged), we're
dependent on the codeplex.org team to clear this up.
