As others noted, review the logs created by your service, regarding dependencies, the event log, and your MSI logs.  It sounds like a service design/configuration/SCM control issue, unrelated to Wix.  For what its worth, my base product, in various configurations, installs 10 services, and I have other bundles with various groups of services on Win7/WS2010 through Win10/WS2016.

Hi folks,

Wondering if anyone has seen this and has fixed the problem.

Issue:
Wix installer, installs 2 window services, "Main" and "Watch". With 2
services we have observed following issues,

1.      When we try to upgrade, "Watch" service is not removed from SCM
(Service Control Manager). It goes in disable mode and installer gives
error.
2.      Sometimes upgrade complete successfully, but Main service goes into
start pending mode when we try to start it.
3.      In case of manual uninstall, Main service takes much time to be
removed from SCM.
4.      In case of single service installation it is much faster.

For the first time installation, no issues are observed. Also when we had
only one service getting installed through the installer, installer used to
work as expected.
The above mentioned issues we have not observed on windows 7, they get
reproduced only on windows 8.1 or higher.
