[wix-users] Deferred CustomAction in System context get access denied

Standard Windows behavior. A process can't have privileges that it has removed from itself (or its parent removed for it). However, a process can enable privileges that are not enabled by default if they weren't removed (like Debug).

and
according to them Windows Installer is not able to get more privileges than it is assigned to. What gives?
