[wix-users] WiX 4.0 Release

It's still there. Sean's started a bunch of the Burn changes he wanted to do (was making good progress through it). I added several new cool features and started some factoring that needs to be finished. But lately I've been really busy having fun with some FireGiant stuff and no one else is really helping out. So no firm scheduled release at this time.
