Ahh, yes. Sorry. The real feature is a restart boundary that behaves like a rollback boundary but for restarts in the engine. It's an open feature request.

What Phil said is what you can do until someone actually implements the feature.

"forceReboot" option on ExitCode/@Behavior can't be added to 
<MsuPackage> items.
