[wix-users] Writing a BAFunctions DLL

That's what I figured, I just wanted to make sure.  I think I'll form my command line in the BAFunctions and pass it into the underlying MSI and use a QuietExec flavor to spin it up.  Would have been neat and clean in ApplyComplete.

Another reason to welcome 4.x.  :)

1) In v3.x, those 4 events are the only ones available.  In v4, I am currently working on making all BA events available.

2) LaunchApprovedExeForElevation is a method on IBootstrapperEngine, but in v3.x the BAFunctions.dll won't know about anything past OnPlanComplete.
