Depends what you want to "manipulate". The attributes modified by ServiceInstall are limited to the same Component. ServiceControl is not.

(Sorry for piggy backing, but this is relevant to our situation too.) What is one supposed to do if one wants to create a package that manipulates the state of pre-existing services?
Do I understand correctly that this is impossible?
