[wix-users] Question about creating user latency

HI

I created an admin user assigned to services and tasks. The admin user is
created immediately (not deferred) just before create services phase.
Services find the admin user credentials when created.

Tasks created after the create services phase cannot not find the
 admin user credentials and fails to create the task. As a workaround, I
placed the schtask custom action to execute after the InstallFinalize phase.

Can anyone explain why the custom action schtask is failing to find the
admin user credentials ?
