[wix-users] How to modify a file during installation

Hi,
I want to update the below file during installation:

"%UserProfile%\AppData\Local\Google\Chrome\User Data\local state"

this is chrome's settings file with no file extension.  I want to modify
protocol section.

"protocol_handler": {
      "excluded_schemes": {
          "xyzabc": false
       }
  }

Any suggestions?
